905.14 UTILITIES RUNNING PARALLEL WITH STREETS AND ALLEYS; FEE.
   No person, partnership or corporation or representative thereof shall lay, install or construct any water line, sewer line, gas line, power line, telephone line or any other utility line laterally down a street, alley or public way without first receiving permission from Council.
   Plans, specifications and profiles for the installation or construction of utilities shall be filed with the Director of Public Service for approval before construction begins, and the same shall be constructed in strict accordance with such approval. The Director is authorized to charge and collect, at the time such approval is granted, a fee for inspection of such construction of not more than twenty-five dollars ($25.00) unless a greater or lesser amount is fixed by Council at the time permission is granted to make the installation.
