No person shall dig, remove or carry away, or cause to be dug, removed or carried away, any stone, earth, sand or gravel from any street, alley or public ground, or remove, injure, deface or destroy the pavement of any street, alley or public ground for any purpose whatever, except under the supervision of the Director of Public Service.
