No person, agent or employee of any person shall throw, place or deposit any rubbish, dirt, paper, filth, sweepings, ashes, shavings, wood, stones or refuse matter of any kind whatever on any street, alley or public ground; or haul or transport, over or through any street, alley or public ground, any gravel, stone, sand, dirt, garbage, rubbish or other loose material or substance so as to permit the same to be dropped, sift through or in any other manner become strewn or deposited on any of the streets or alleys.
