Any person, partnership or corporation or agent of any person, partnership or corporation who is engaged in disturbing the pavement of, or breaking into, or excavating in the streets, public ways and public grounds shall, on demand, exhibit to the Director of Public Service or authorized employee of the City, or any police officer, the written permit provided for, and the neglect or refusal of any such person, partnership or corporation, or the agent of any such person, partnership or corporation to so exhibit such written permit on demand being made therefor, shall subject such person, partnership or corporation and such agent thereof to the penalties provided for in this chapter.
