No person, other than the Director of Public Service or other authorized employee of the City shall make any excavation in or disturb or break into the pavement of any street, highway, alley or public property of the City, including the portion thereof at any grade crossing of any interurban or railroad line, unless a permit to make such excavation or disturbance has been obtained prior to commencement of the work, as herein provided.
