No street, alley or way within the City shall be a public street, alley or way nor shall the Municipality be charged with the care, control, maintenance or repair of the same except in accordance with and on the terms and conditions prescribed in this chapter and unless such street, alley or way has either:
(a) Been accepted or opened by ordinance of Council;
(b) Otherwise attained the legal status of a public street, alley or way prior to the effective date of this section

(c) Become a public street, alley or way by virtue of adoption and recording of a plat in accordance with State statutes.
