737.18 INSPECTION FOR SAFETY.
   (a)    Unless the same is subject to periodic inspection by a recognized municipality, any taxicab operated within the City shall be thoroughly examined and inspected by the person or official designated by the Mayor or his designee and found to comply with such reasonable rules and regulations as may be prescribed by him prior to its operation within the City. These rules and regulations shall be promulgated to provide safe transportation and shall specify such safety equipment and regulatory devices as the Mayor or his designee deems necessary therefor.
   A certificate of such inspection and of any other inspections required by this section shall be promptly filed with the Mayor or his designee.
   (b)   Unless so inspected by a recognized municipality, every vehicle operating under this chapter shall be periodically inspected at the expense of the holder by the person or official designated by the Mayor or his designee at such intervals as he determines to insure the continued maintenance of safe operating conditions.
   (c)    Every vehicle operating under this chapter shall be kept in a safe, clean and sanitary condition according to rules and regulations promulgated by the Mayor or his designee.
