The Mayor or his designee is hereby given the authority to suspend any taxicab driver's license issued under this chapter for such driver's failure or refusal to comply with the provisions of this chapter, such suspension to last for a period of not more than sixty days. The Mayor or his designee is also given authority to revoke any taxicab driver's license for failure to comply with the provisions of this chapter. However a license may not be revoked unless the driver has received notice and has had an opportunity to be heard before the Mayor or his designee.
