The Mayor or his designee upon consideration of an application for a taxicab driver's license and the reports and certificate required to be attached thereto, shall approve or reject the application. If the application is rejected, the applicant may request a personal appearance before the Mayor or his designee to offer evidence why his application should be reconsidered.
