If the Mayor or his designee finds that the applicant has a valid permit or license to operate taxicabs in a recognized municipality, or if not that the applicant is fit, willing and able to perform such public transportation and to conform to the provisions of this chapter and the rules promulgated by the Mayor or his designee, then he shall issue a permit stating the name and address of the applicant, the number of vehicles authorized under such certificate and the date of issuance; otherwise, the application shall be denied. Every holder shall have at least two taxicabs in service at all times.
