731.02 PERMIT ISSUANCE; FEE.
   Except as therein provided, any person desiring to dump, store, deposit or transport the materials mentioned in Section 731.01 shall file six copies of preliminary plans and specifications with the Mayor or his designee requesting a permit to do so. The Mayor or his designee shall send copies of the applications and items attached thereto to the following departments of the City for their approval and/or recommendation:
    (a)    Director of Public Service
    (b)    Division of Fire
    (c)    Commissioner of Building and Zoning Inspection
    (d)    Health Officer
    (e)    Pollution Control Officer
   Before the Mayor or his designee issues a permit, all the departments listed herein shall first give their approval in writing and the application shall be submitted to Council for its final approval. Such permit shall be issued only upon payment to the Clerk Auditor of a permit fee of fifty dollars ($50.00) and upon compliance with the terms and conditions of this chapter and may be revoked for any failure, neglect, or refusal so to comply after the issuance thereof.
