Council, on or before December 31, 1984 and on or before December 31 of each odd year thereafter, shall make a review of all expenditures made from the Oregon Hazardous Waste Landfill Environmental Fund during the preceding year in order to determine if such permit fee amount on hazardous wastes should be increased, decreased or remain the same rate so that sufficient funds are generated to provide the protection for local environmental needs in order to protect the public health, safety and welfare of the residents. Such funds shall not exceed the amount necessary to carry out the specific restricted purposes set out in Section 720.04, but shall be sufficient to cover all costs incurred in the administration of this chapter by carrying out the purpose set forth herein.
