720.02 DEFINITIONS.
   (a)    "City" means the City of Oregon, Ohio.
   (b)   “Disposal" means the discharge, deposit, injection, dumping, spilling, leaking or placing of any hazardous waste into or on any land or water so that such hazardous waste or any constituent thereof may enter the environment or be emitted into the air or discharged into any waters, including ground waters.
   (c)    "Facility" means any site, location, tract of land, installation or building, used for incineration, composting, sanitary land filling or other methods for the storage, treatment or disposal of hazardous wastes.
   (d)    "Hazardous waste" means any waste or combination of wastes in solid, liquid, semi-solid or contained gaseous form which in the determination of the Ohio Director of Environmental Protection and/or U.S. E.P.A., because of its quantify, concentration, or physical, chemical or infectious characteristics may:
      (1)    Cause or significantly contribute to an increase in mortality or an increase in serious irreversible or incapacitating reversible illness;
      (2)    Pose a substantial present or potential hazard to human health or safety or to the environment when improperly stored, treated, transported or disposed of, or otherwise managed. Hazardous waste includes any substance identified by regulation as hazardous waste under the "Resource Conservation and Recovery Act of 1976", 90 Stat. 2806 to 2812.42 U.S.C. 6921 to 6931.
   (e)    "Manifest" means the form used for identifying the quantity, composition, origin, routing and destination of hazardous waste during its transportation from the point of generation to the point of disposal, treatment or storage.
   (f)   "Person" includes the State, any political subdivision and any other state or local body, in addition to any legal entity defined as a person under Ohio R.C. 1.59. All definitions of hazardous waste shall be the definitions contained in the Ohio Revised Code. (Ord. 12- 1984. Passed 1-23-84.)
