719.07 EXCEPTIONS; PERMIT; FEE.
   In all cases where an owner of property has reason to bring in fill dirt or fill material in order to improve the property as a building site or to improve it for drainage purposes, this chapter does not apply except as to the following requirements:
   (a)    The owner shall make application to the Commissioner of Building and Zoning Inspection for a permit to fill or to bring in fill material for the purpose only of raising the grade of the land and to improve it for a building site or for drainage purposes.
   (b)    The type of material to be used as fill for the above purpose must be approved by the Commissioner.
   (c)    The fee for granting this permit shall be five dollars ($5.00) per acre with a minimum charge of ten dollars ($10.00).
   (d)    The Commissioner shall have the right to inspect the site after it has been filled for the purpose of determining whether or not the site is properly graded.
