The Mayor or his designee shall be empowered to make and adopt regulations for the operation of a dump authorized by this chapter and shall inspect or cause to be inspected all such dumps within the City at such time as he deems necessary to carry out the intent of this chapter or to require the owner, proprietor or operator to comply with the provisions of this chapter and all rules and regulations established to control the operations of dumps.
In the event of the failure to comply after due notice with any provision of this chapter or the rules and regulations established by the Mayor or his designee, he shall have the power to abate or cause the suspension of the use of such dump until such time as the same is, in his opinion, no longer a menace or a hazard to health and safety.
In the event of any conflict between the provisions of State law or requirements, rules or regulations of the State Department of Health, the provisions imposing the higher standard or the more stringent requirement shall be controlling.
