The approval of plans or drawings and specifications or data in accordance with these rules is null and void if construction, erection, alteration, or other work upon the building has not commenced within 180 days of the issuance of a permit, except:
(a) One extension shall be granted for an additional 180 days if requested by the owner at least ten days in advance of the expiration of the permit and upon payment of a fee not to exceed one hundred dollars.
(b) Should the permit become null and void, the owner shall resubmit the plans, drawings and specifications for approval as required under this rule as if no prior application had been filed.
