713.10 PAYMENTS TO CITY .

The applicant shall pay to the City three percent of the gross proceeds derived from monthly charges paid by the inhabitants of the City for services, exclusive of attachment or installation charges, so long as the applicant owns or utilizes facilities in the streets of the City.
