705.08 HEARING FROM ADMINISTRATIVE DECISION.
   (a)    Any person subject to the imposition of a fee or order of disconnection sanction under the terms of this chapter shall have a right to a hearing with the Director of Public Safety.
   (b)    The request for a hearing shall be made in writing and filed with the Director of Public Safety within fifteen days of the date of the notice of the administrative decision. Upon receipt of such written request, the Director shall schedule a hearing date and inform the owner of the date, time and place of the hearing. The Director shall consider the record of past false alarms, corrective action taken and any inspection reports on the cause of the false alarms. If the Director determines that the false alarms were due to causes beyond the control of the owner, his employees, representatives or agents, and that reasonable steps have been taken to correct the problem, the fee or disconnection order may be suspended in whole or in part. The Director shall keep a written report of the hearing, including a statement of reasons for the action taken.
