(a) Any lights used to illuminate a parking area, structure or yard area, whether residential or commercial, which annoy or disturb the comfort or repose of others within the limits of the City, shall be so arranged as to reflect the light away from the adjoining property.
(b) Whoever violates this section is guilty of a minor misdemeanor.
