Exception to the above or preceding prohibition of parking on the shoulders on the above streets within 200 feet from any entrance to the current BP Oil Company property shall be granted immediately upon receipt of a written request from a representative of a labor organization to the Mayor, City Administrator or Chief of Police. Such an exception shall be granted in order to accommodate laborers whose desire is to exercise freedom of speech incident to any labor protest or legitimate strike at the site.
