381.16 BLOWING OF HORNS ON BOATS.
   No person shall blow, or cause to be blown, the horn of any boat while lying at any wharf or pier in the City, or when approaching or leaving any such wharf, pier, dock or landing, except when absolutely necessary as a signal of danger, and no horn or whistle shall be blown on any one of the navigable waters within the limits of the City, except as prescribed by the laws and regulations of the United States, the State of Ohio and the City.
