No person in charge of or occupying a boat shall dump or throw garbage, paper, bottles, cans, refuse or debris into any waterway within the City. Persons in charge of boats moored or docked in the waterways of the City shall provide for the collection and removal of any such materials and provide cans of sufficient size and capacity to hold garbage or refuse until so removed.
