Persons in charge of or occupying boats docked at or moored to land, docks, piers or wharves abutting waterways within the City shall observe all applicable health and sanitary regulations of the City and other boards, bodies or governmental units having jurisdiction, and all ordinances, rules and regulations of the City relating to the conduct of persons and prohibiting acts contrary to public health, morals, safety or public peace.
