381.06 EQUIPMENT.
   (a)    All boats shall conform to the applicable United States Coast Guard regulations and laws of the State of Ohio governing the following:
      (1)    Lights;
      (2)    Life saving devices;
      (3)    Fire extinguishers;
      (4)    Sound producing appliances;
      (5)    Bells;
      (6)    Flame arrestors;
      (7)    Hull ventilation;
   (b)    All boats shall carry an anchor and line sufficient to anchor the boat securely.

   (c)    Except during duly authorized races or regattas, no person shall operate on the waterways within the City any boat without an effective exhaust muffler, or with an exhaust muffler cut-out open; or in any other manner which renders the muffler ineffective in muffling the sound of the exhaust of the engine.

   (d)    No person shall install or use any intermittently flashing light of any type or color on any boat in use or operation on the waters in the City, except that such flashing lights may be installed and used in an emergency to attract attention to such an emergency for aid and relief of the distressed and except that a blue colored revolving or flashing horizontal beam of low intensity located at any effective point on the forward exterior of the boat may be displayed by authorized patrol boats when engaged in law enforcement duties day or night on waters of this City.

   (e)    No person, except an authorized representative of the Federal, State or City governments, shall use or operate a siren on the waterways within the City, except for emergency purposes.

   (f)    No person shall operate, keep or maintain a boat in or upon any waterway within the City unless the same complies with all Federal or State laws, rules and regulations governing identification of boats.
   (g)    No person shall use or offer for use in the waterways within the City any inflatable watercraft made of canvas, rubber, synthetic rubber or vinyl plastic unless such inflatable watercraft is of multiple air cell compartment construction and is capable of remaining afloat in the event one air cell or compartment is punctured or collapsed;

   (h)    No person shall launch any boat from any launching ramp of the City or any other place upon or within any waterway within the City which fails to comply with this section.
