381.03 RECKLESS OPERATION.

No person shall operate any boat or manipulate any water skis, aquaplane or similar device upon the waters of the City carelessly or heedlessly, or in disregard of the rights or safety of any person, boat or property, or without due caution, at a rate of speed or in a manner so as to endanger any person, boat or property.
