Each application for a bicycle license shall be accompanied by a fee of one dollar ($1.00) for the registration card, the license tag and the international safety triangle. In the event that an applicant has already purchased a registration card and a license tag, the fee for the international safety triangle shall be at cost. Only one registration card and license tag for a bicycle shall be necessary so long as the bicycle remains the property of the person to whom the license is issued. Upon change of ownership, such license tag shall be transferred to the new owner and a new registration card shall be issued upon payment of a fee of one dollar ($1.00). Should any tag or any registration card be lost or becomes illegible, a new tag or registration card may be obtained for a fee of one dollar ($1.00). All license fees collected hereunder shall be paid to the Clerk- Auditor of the City and shall be credited to the General Fund.
