374.06 ISSUANCE OF LICENSE TAG.
   If, upon inspection, the Chief of Police deems that a bicycle meets the requirements of this chapter and other applicable ordinances and upon payment of the proper fees, he shall issue a license tag therefor, a registration card showing that a license has been issued to the applicant and containing a description of the bicycle for which the tag is issued, together with the name and address of the licensee, and an international safety triangle. The Chief of Police shall maintain a suitable record of all license tags, registration cards and international safety triangles issued by him showing the serial number and other data descriptive of the bicycle.
