(a) No person shall operate, ride or use a bicycle upon any of the streets or public places in the City without displaying thereon a license tag properly issued by the City or a license tag obtained from the Chief of Police of the City in accordance with the terms and provisions of this chapter and without first having had such bicycle registered in accordance therewith or with the applicable ordinances of the City; and within sixty days after the effective date of this section (Ordinance 224-1973, passed September 23, 1973), no person shall operate a bicycle without displaying the international safety triangle from the rear of the bike.

(b) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
