(a) No person shall park any vehicle designed to transport inflammable liquid in bulk on the streets, alleys or other public ways in the City within 500 feet of any hospital, school building, church, theater or public auditorium. This section shall not apply to the parking of such vehicle while actually loading or unloading nor while such vehicle is parked for the purpose of making necessary emergency repairs thereto.

(b) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
