(a) When a roadway is uncurbed, parallel parking along the roadway shall be the only form of parking permitted. Vehicles may be parked in a parallel manner at a point no closer than five feet from the edge of the roadway and then only when the parking area has been covered with stone.
(b) A roadway is defined as that portion of a highway improved, designated or ordinarily used for vehicular travel, except the berm or shoulder.
(c) Nothing in this section shall prohibit a person either owning property or living on an uncurbed roadway and whose land has a driveway, from parking in the driveway in a manner as he so chooses.

(d) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
