All owners of residential and commercial premises in the village shall subscribe to and be a customer of the licensee for garbage, rubbish and recyclables removal for the residential or commercial area containing said premises. It shall be unlawful and a violation of this section for any such owner to fail at any time to be fully and lawfully entitled to receive garbage, rubbish and recyclables removal service from such licensee.
