All construction for which a building permit was issued shall be completed on or before the date of the expiration of the initial permit or the renewal permit, if the same was granted. In the event that said construction is not completed, the permit holder shall be subject to a fine of $75 per day for each day said construction remains incomplete or until the site is cleaned of all building materials, all footings are removed or covered and any excavation is returned to original grade.
