(A) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99 of this code of ordinances.
(B) (1) Any person, firm or corporation who discharges or displays fireworks without a display permit shall, upon conviction thereof, be subject to a fine of not less than $75, nor more than $750.
(2) Any person, firm or corporation who transfers or sells fireworks to a person without a display permit, shall be subject to a fine of not less than $75, nor more than $750.
(3) Each transfer or sale of fireworks to a person lacking a display license, or each use or display of fireworks without a display permit constitutes a separate offense. In addition, any person found guilty of illegal transfer, sale or display of fireworks shall be ineligible for a village fireworks display permit for a period of five years.
