The owner or occupant of every lot or building, or any appurtenances thereof, shall keep every part thereof free from filth or anything offensive which is likely to contribute to disease or infection. Upon the owner’s or occupant’s failure to do so, it is made the duty of the Chief of Police, upon complaint, immediately to give notice to the owner or occupant thereof, and require him or her to act as necessary for the health of the village.
