No person under the influence of intoxicating liquor or narcotic drugs shall enter, be or remain in any area within the park system, nor shall any person sell, give away or transfer any intoxicating liquors, or bring in, sell, give away, transfer or use any narcotic drugs in the park system. However, persons and organizations who have obtained authorization from the Whitmore-Oreana Community Center Building Manager may possess beer and wine for transfer by gift only and for consumption within the Whitmore-Oreana Community Center only, so long as any and all state laws concerning the dispensing of alcohol are fully complied with.
