No person or organization shall offer or exchange for sale any article or thing, or do any hawking, peddling or soliciting or buy or offer to buy any article or thing or take up any collection or solicit or receive contributions of money or anything of value on any park property except for operators of concessions under contract, neighborhood adult clubs properly registered with the village and unless such person or organization has received prior written approval authorized by the Village Board, except activities conducted inside the Whitmore-Oreana Community Center and authorized by said center’s Building Manager.
