§ 73.02 OPERATION OF GOLF CARTS/UTILITY TASK VEHICLES (UTVS).
   (A)   Except as provided in this section, it shall be unlawful for any person to operate a golf cart/utility task vehicle (utv) on any street, alley, highway, or roadway located within the village.
   (B)   Golf carts/utility task vehicles (UTVs) may be operated on streets, alleys, highways and roadways within the village if the operator complies with all of the following requirements:
      (1)   A golf cart/utility task vehicle (utv) must have the following at a minimum: brakes, steering apparatus; tires, a rearview mirror, red reflectorized warning devices in the front and rear, a slow moving emblem (as required of other vehicles in § 12-709 of the State Vehicle Code (See 625 ILCS 5/12-709)) on the rear of the non-highway vehicle; a headlight that emits a white light visible from a distance of 500 feet to the front; a tail lamp that emits a red light visible from at least 100 feet from the rear; brake lights; and turn signals. When operated on a roadway, a non-highway vehicle shall have its head light and tail lamps lighted as required by § 12-201 of the State Vehicle Code (See 625 ILCS 5/12-201.
      (2)   When operated on a street, alley, highway or roadway, a golf cart/utility task vehicle (utv) shall have its headlight and tail lamps lighted.
      (3)   A person may not operate a golf cart/utility task vehicle (utv) upon any street, highway or roadway in the village unless he or she has a valid driver's license issued in his or her name by the Secretary of State or by a foreign jurisdiction.
      (4)   The operator of a golf cart/utility task vehicle (utv) shall comply with any and all traffic regulations in this subchapter and in the State Vehicle Code.
      (5)   No person shall operate a golf cart/utility task vehicle (utv) upon any sidewalk located within the village limits.
      (6)   No person shall operate a golf cart/utility task vehicle (utv) on any street, highway or roadway where the posted speed limit is greater than 35 mph. This division (B)(6) does not prohibit a golf cart/utility task vehicle (utv) from making a direct crossing of a road, street or highway where the road or street has a posted speed limit of more than 35 mph if the direct crossing is made at an intersection with another public street, road or highway. Notwithstanding any provision in this subchapter, golf carts/utility task vehicles (utvs) shall not be operated on County Highway 20, nor on U.S. Highway 48. No direct crossings may be made of County Highway 20. U.S. Highway 48 shall not be crossed, except at Bower Street.
      (7)   The golf cart/utility task vehicle (utv) must be brought to a complete stop before attempting a crossing.
      (8)   The operator of the golf cart/utility task vehicle (utv) must yield the right-of-way to all pedestrian and vehicular traffic.
      (9)   Any person who operates a golf cart/utility task vehicle (utv) on a street, highway or roadway shall be subject to the mandatory insurance requirements under Art. VI of Ch. 7 of the State Vehicle Code (See 625 ILCS 5/7-601 et seq.).
      (10)   No golf cart/utility task vehicle (utv) may be operated within the village limits unless it displays a village permit. Application for a permit may be obtained from the Village Inspector. Vehicles may be permitted upon receipt of a complete application, presentation of proof of insurance, satisfactory inspection of the vehicle and payment of the license fee of $40. Permits are valid from the date of issue until March 31 of the next even numbered years. Permits issued during odd numbered years will be pro-rated at $20 and will still expire on March 31 of the next even numbered year.
