(A) The Chief of Police or an officer designated by him or her is hereby authorized to enter upon public or private real estate in order to serve a notice on any person who is in violation of this chapter by affixing an orange sticker on the windshield of the vehicle or other surface in plain view. The notice shall state the section of this chapter being violated and that the motor vehicle may be impounded if not removed within seven days after the date on the sticker.
(B) After seven days from service of the notice to remove a vehicle under this section, the Chief of Police, or an officer designated by him or her, is hereby authorized to enter upon the public or private real estate and cause to be removed said motor vehicle, or parts thereof, for the purpose of disposing of same and to serve a citation for violation of this article. The cost for such removal, storage and disposal thereof shall be paid by the owner, tenant, occupant, lessee, or otherwise, of the real estate or the owner of the motor vehicle.
