§ 53.08 CONSTRUCTION, OPERATION AND MAINTENANCE.
   (A)   The state’s Plumbing Code is hereby adopted by reference and shall have the scope, authority and applicability as therein set out, except as modified by the provisions of this chapter.
   (B)   In absence of code provisions or in amplification thereof, the materials and procedures set forth in appropriate specifications of the American Society of Testing Materials, Water Environment Federation/ASCE Manual of Practice No. 9 and Standard Specifications for Water and Sewer Main Construction in Illinois shall apply.
   (C)   The following standards are hereby adopted by the village in modification and/or amplification to the provisions of the state’s Plumbing Code.
      (1)   Building sewers.
         (a)   A building sewer shall be constructed of the following materials, unless prior authorization is given by an authorized representative of the village:
            1.   Schedule 40 PVC solvent weld pipe (ASTM D 1785 or D 2665). Alternative materials may be approved by an authorized representative of the village if circumstances warrant;
            2.   No less than four inches in diameter;
            3.   Installed, connected and/or jointed using colored primer/glue (example: purple); and
            4.   Cleanouts shall be full size and of two way all hub design or an equivalent constructed onsite.
         (b)   A building sewer shall be constructed in the following manner, unless prior authorization is given by an authorized representative of the village:
            1.   At a minimum slope of one-eighth inch per foot;
            2.   Bedded in and backfilled to above the top of the pipe with sand;
            3.   Common trenches are prohibited without prior approval of an authorized representative of the village;
            4.   The first cleanout shall be installed within five feet of the building foundation, inside or outside, in direct line with the building drain. Cleanouts shall be installed thereafter at intervals of not more than 50 linear feet and as necessary for the service to be properly maintained;
            5.   Any change in horizontal direction greater than 45 degrees is prohibited without prior approval of an authorized representative of the village; and
            6.   No change in horizontal direction may be located within 36 linear inches of another change in horizontal direction
         (c)   Old building sewers may be used in connection with new buildings and/or new connections to the public sewer when tested according to § 53.09 of this chapter.
         (d)   Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by such building drain shall be lifted by a means which is approved in accordance with division (B) above and discharged to the building sewer.
      (2)   Connections to public sewer.
         (a)   The connection of the building sewer into the public sewer shall conform to the requirements of the state’s Pluming Code and local rules and regulations of the village, or the procedures set forth in appropriate specifications of the American Society of Testing Materials, Water Environment Federation/ASCE Manual of Practice No. 9 and Standard Specifications for Water and Sewer Main Construction in Illinois.
         (b)   All such connections shall be made gas-tight and water-tight. Any deviation from the prescribed procedures and materials must be approved by the village before installation.
      (3)   Excavations.
         (a)   Excavations for building sewer installation shall be adequately guarded with barricades so as to protect the public from hazard.
         (b)   No part of the excavation shall be filled and no portion of the building sewer shall be covered until it has been inspected and accepted by the village under § 53.09 of this chapter.
         (c)   Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the village.
