All existing water meters shall be equipped with a remote reading device in accordance with a work schedule to be established by the Mayor and Board of Trustees. All such remote devices shall be affixed to the premises of the user at such place and in such manner as is prescribed by the Superintendent of Waterworks and each water user so requested who does not consent in writing to said remote device being affixed to the premises shall in lieu thereof and, in addition to all other water charges, pay a monthly meter reading fee of $25.
