1. The approval by the City Council of an application for a special event permit shall be contingent upon the special event promoter providing the City appropriate proof of liability insurance coverage. If deemed necessary due to event circumstances, the City Council may require a certificate of liability insurance naming the City as an “additional insured” in a minimum amount to be set by resolution of the City Council. Upon receipt of the appropriate certificate of insurance the City Clerk shall issue the permit to the special event promoter.
2. Food vendors may be granted a Vendor Permit on the condition that the food vendor:
A. Locates the stand as determined by the Vendor Committee;
B. Shows proof of liability insurance with a minimum amount of $1,000,000.00; and
C. Complies with the Iowa Department of Health rules and regulations and the Iowa Department of Revenue rules governing the sale of food for consumption in the City.
3. Street vendors may be granted a Vendor Permit on the condition that the street vendor:
A. Locates the stand as determined by the Vendor Committee;
B. Shows proof of liability insurance in an amount not less than $1,000,000.00; and
C. Complies with the Iowa Department of Health rules and regulations and the Iowa Department of Revenue rules governing the sale of merchandise.
4. A Vendor Permit applications shall be submitted to the Tulip Festival Steering Committee or the committee, entity, or organization in charge of the special event.
