99.01   SEWER SERVICE CHARGES REQUIRED.
Each customer shall pay sewer service charges for the use of and for the service supplied by the municipal sanitary sewer system based upon the amount of water consumed as follows:

1.   Residential Rates. Residential rates are calculated based on water consumption for the winter quarter to eliminate sewer charges for water consumed for outdoor uses such as sprinkling, gardening, trees, and other uses where the water consumed does not contribute to the volume of flow to the wastewater treatment system.
   A.   Residential Base Charge: $26.93
   B.   Residential Usage Charge: $2.92 per 100 cubic feet
2.   Commercial/Light Industrial Rates.
   A.   Commercial/Light Industrial Base Charge: $42.47
   B.   Commercial/Light Industrial Usage Charge: $2.92 per 100 cubic feet
In no case shall the minimum service charge be less than $26.93 per month for residential usage, or $42.47 for commercial/light industrial usage, which is necessary to retire the indebtedness, operating and maintenance, and reserve necessary for maintaining the sanitary sewer facility.
99.02   SPECIAL RATES.
Where, in the judgment of the Superintendent and the Council, special conditions exist to the extent that the application of the sewer charges provided in Section 99.01 would be inequitable or unfair to either the City or the customer, a special rate shall be proposed by the Superintendent and submitted to the Council for approval by resolution.
