No motor vehicle shall be permitted to be parked on any street between the hours of 2:00 a.m. and 6:00 a.m. daily beginning October 15 and ending on April 1 annually. The following exceptions shall be allowed:
1. Vehicles parked immediately adjacent to the place of employment of the operator when they are engaged in their employment.
2. Attended disabled vehicles.
3. Emergency vehicles.
