The TIRC shall consist of three representatives appointed by the government of Cuyahoga County, two representatives of Orange Village, the Cuyahoga County Fiscal Officer or a designee of the Cuyahoga County Fiscal Officer, and a representative of the Orange City School District in Cuyahoga County appointed by the Board of Education. The two members appointed by Orange Village, who must be residents of Orange Village shall be appointed by the Mayor, subject to Council's concurrence by the affirmative vote of four ( 4) members. The County Fiscal Officer, or the designee of the County Fiscal Officer, shall serve as the Chair of the Council.
