(a) The Administrator shall review all plans and supporting data and take one of the following actions: approve, approve with conditions, or disapprove the plan.
(b) Upon agreement between the Administrator and applicant regarding proposed tree removal, protection, and replanting plans, a tree approval letter shall be issued specifying such plans for the site.
(c) Tree approval does not authorize any development activity until such time as development plan approval is granted.
