A refusal by the Building Commissioner to issue a swimming pool permit may be appealed in writing to the Planning and Zoning Commission within ten days after such refusal. The Commission shall then, in accordance with its rules of procedure, investigate the application and the refusal and render final judgment based upon whether or not this chapter has been and will be complied with.
