No person shall move or cause to be moved a building on any street without the written permission of the Building Commissioner, and no person moving a building shall permit it to stand on any street, lane, alley or public ground longer than two days. In no case shall such building be allowed to prevent or interfere with the operation of any vehicle or other traffic without a special permit covering the same.
