No person shall erect or cause to be erected on any lot or parcel of land in the Village any building intended or designed as an accessory to a building occupied or to be occupied or erected as the main use building on such lot or parcel of land, or any other building to be used for any purpose, until a permit to build the main building has been obtained and until the foundation and framework have been erected and the siding, including all doors and windows, has been completely placed upon such framework in accordance with the plans approved for the building.
