(a) No person may alter plans which have been approved by the Architectural Board of Review in any manner which affects the exterior appearance of the building or other structure which is being erected, constructed, reconstructed, moved, extended, enlarged or otherwise altered.
(b) No person shall erect, construct, reconstruct, move, extend, enlarge or otherwise alter a building in a fashion which is in any way inconsistent with plans approved by the Architectural Board of Review.
