(a) Owner. The owner of every commercial structure, or his or her appointed agent, shall be responsible for maintaining in a clean, safe, and sanitary condition the shared or common area of the premises.
(b) Occupant. The occupant of a commercial structure shall be responsible for maintaining in a clean, safe, and sanitary condition that part of the structure or premises which he or she occupies or controls.
